The Zhilishchnoe Stroitel'stvo (Housing Construction) Journal is a monthly edition; founded in 1955 to cover the state technical policy in the field of construction industry and building materials industry. For more than half a century the journal covers the main stages of formation and development of more than twenty sub-sectors of the building materials industry, the most important discoveries and inventions in the field of materials science, engineering and technology.

The journal accepts the following for publication: original articles, translations of published articles from non-Russian language journals (with the consent of the right holder for the translation and publication), reviews, essays, descriptions of professional experience, comments, events reports, and book reviews.

  1. All scientific articles submitted to the editorial office are subjected to peer-review.
  2. A double-blind peer review (author and reviewer don’t know the names of each other) method is mandatory for processing of all scientific articles submitted to the editorial stuff “Stroitel’nye Materialy”. The material is presented for peer-reviewing without the names of the authors. The author of the reviewed article has the possibility to read the essential part of the review. Breach of confidentiality is possible only in the case of mutual consent of the reviewer and the author.
  3. The Editor-in-Chief establishes the conformity of the article to the journal profile, requirements for execution and appoints a reviewer, a specialist whose scientific specialization is the closest to the topic of the article. The peer-review of articles is conducted by independent reviewers and/or members of the editorial board, leading specialists and scientists of the industry. When submitting the article it is desirable to point out additionally a few names of possible reviewers. They should be well-known experts in the field who are not linked with authors by official or other relations. Correspondence between the author and the reviewer is through the responsible editor.
  4. The duration of peer-reviewing is 2–4 weeks. By the request of the reviewer it can be prolonged but not over 3 months after the date of sending the manuscript for peer-reviewing.
  5. To obtain the maximum complete and objective review of the article, the reviewer focuses his attention on the following issues:
    • Originality/relevance of the work;
    • Presence of a scientific novelty, the light of previous studies;
    • Clarity and accuracy of presentation of the goals and tasks of the work;
    • Conformity of research methods to the set tasks;
    • Sufficiency of description of materials and research methods;
    • Conformity of presented results to the research goals;
    • Visibility of results presentation (tables, figures etc.), their reasonability and scientific value;
    • Availability of comparison of own data with literature data;
    • Conformity of conclusions to data obtained and clarity of wordings;
    • Quality of the article’s reference apparatus, account of relevant publications for last 1-3 years on the topic of the work;
    • Adequacy of the abstract to main provisions of the article;
    • Conformity of the article to ethic norms, literacy.
  6. Reviewer has an option to abnegate the assessment should any conflict of interests arise that may affect perception or interpretation of the manuscript. Upon the scrutiny, the reviewer is expected to present the editorial board with one of the following recommendations:
    1. Recommends it for publication in the presented form;
    2. Recommends for publication after revision with due regard for the deficiencies noted;
    3. Recommends to pass the article for additional reviewing to another specialist;
    4. Recommends to reject the article for publication.
  7. If the review contains recommendations to correct and revise the article, the editorial board sends to the author an essential part of the review with a proposal to take them into account, when preparing a new variant of the article, or refute them reasonably with arguments (partially or fully). The article improved by the author can be resent for reviewing.
  8. If there are insoluble contradictions concerning the article between the author and the reviewer, the editorial board has the right to send the article to another reviewer. In case of conflict situations, the editor-in-chief makes a decision.
  9. The article, which is not recommended for publication by the reviewer, is not accepted for re-consideration. The information about the negative peer-review is sent to the author by e-mail, fax or regular mail.
  10. A positive peer-review sent by the author with the materials of the article is not sufficient for publication of the article. The final decision on the reasonability of publication is adopted by the editor-in-chief and editorial board on the basis of reasonableness of the work and its conformity to the theme of the journal.
  11. The originals of peer-reviews are kept at the editorial office of the journal during three years. The editorial board is ready to send the copies of reviews to the RF Ministry of Education and Science, if an appropriate request will be received.

Publication Ethics

The “Stroitel’nye Materialy” Journal strictly adheres to the international standards of publication ethics, published on the website http://publicationethics.org (Committee on Publication Ethics). The Journal Editorial Staff decides on the publication of the received article based on discussions of such publications with the Editorial Board and third-party experts involved as peer reviewers. The publication release decision based on integrity, scholarly importance and relevance of a work reviewed.

When forming editorial policy, the “Stroitel’nye Materialy” Journal follows the basic principles of international institutions for scientific publication ethics:

The people involved in preparing materials for publication in the Journal, including authors, reviewers, Editorial Board members, and publishing house representatives should follow the standards of the publication ethics. In cases where there is a suspicion that any of the described principles are violated, the Editorial Staff will follow the COPE Instructions.

 

Authorship and Copyright

All rights to all copyrighted articles are reserved. Authors transfer the copyright to their articles to the Journal Publisher based on the nonexclusive license whilst keeping the exclusive copyright (including the right to publish their articles in other journals, but only after the first publication in the “Stroitel’nye Materialy” Journal). The form of a non-exclusive license (license agreement) for authors can be found on the website

All those, who made significant contribution to the study, participated in the writing of the article text, are to be listed as authors. Other participants of the article preparation process can be listed in the Acknowledgments. Before publication, the final version of the article should be agreed with all authors (it is responsibility of a contact author (he should be listed in the “Information card” of the article)). Each author should be ready to be responsible for the article’s content.

Authors must clearly express their agreement with the rules of preparation of articles for publication, including peer-review, scientific and literary editing and bringing the articles to the editorial standards adopted in the journal. Authors must also agree to transfer to the journal their right to publish and disseminate articles in electronic and paper versions, including the placing of bibliographic information about the articles in the “Russian Index of Scientific Citation” and other databases of scientific citations; and placing of full texts articles in the Scientific electronic library (elibrary.ru) to free access for all Internet users regardless of their category and location (the signing of a license agreement). The License Agreement is signed either by all or by one of the co-authors authorised by all interested parties by way of a Letter of Attorney, the copy whereof shall be provided to the Editorial Office. A person (Author) providing a manuscript to the Editorial Office is fully responsible for ensuring that all co-authors are properly footnoted and that all changes to such material arising from peer reviews and revisions are properly coordinated and agreed upon with all co-authors.

 

Authorship Ethics

The Editorial Office expects that the Authors providing their materials for publication will respect the following basics:

The originality of articles. For publication, the journal (in addition to specified reprints of articles from other sources, at will of the Editorial Board and by consent of the second party) accepts original, NOWHERE published articles. The use of over 10% of another own text (Verbatim copying) is not recommended. The use of a little part of own, previously published, text is possible with the obligatory reference to this text.

Consistent study results, no false statements, integrity of the provided data;

Objective confirmation of the significance of the study;

Avoidance of personal, critical, or scorning remarks and accusations against fellow researchers;

Stringent avoidance of plagiarism. Plagiarism (from lat. Plagio – purloin), type of violation of the rights of the author or inventor. This is the illegal use under own name of somebody else’s work (sci., lit., mus.) or invention, rationalization proposal (fully or partially) without specifying the source of borrowing (Great Soviet Encyclopedia, vol. 19, M. Publishing House “Soviet Encyclopedia”, 1975, p. 648)

Under plagiarism the “Stroitel’nye Materialy” Journal understands both verbatim copying and paraphrasing someone else’s text. Borrowing more than 10% of the article from the text of another author is not allowed. When a smaller amount of borrowing is used, a source link is obligatory. If the phrase is borrowed verbatim, it must be quoted. When illustrations, graphics and tables are borrowed, a source link is also obligatory. Plagiarism can be detected both at the stage of the article receipt by automatic methods (with the help of software) and at the stage of peer-reviewing. All suspicions on plagiarism are carefully checked. If plagiarism is detected, the article is not accepted for publishing. Author shall communicate to the Journal Editorial Board all of his/her studies and those of his/her fellow researches relating to the subject matter of the article provided for publication and currently under consideration for release by other publishers.

No information from confidential sources shall be disclosed except when expressly permitted by the respective owners of such sources;

All contributors shall be referenced as co-authors of the article; publication of the finalised version of such article shall be agreed upon and approved by all the co-authors;

Compulsory acknowledgements of all colleagues, who are not co-authors but who inspired their work;

Compulsory disclosure of all conflicts of interests (employment information, consultations, shareholdings, expert opinions, patent application/registration, fees, etc.;

Сlear references in the manuscript texts to all grants received, including other study financing sources, other forms of support, including any and all facts, which may be construed as having an influence on the results gained and/or conclusions drawn in the course of the provided work);

Immediate notifications of substantial errors and/or inaccuracies in the published materials and co-operation with the Editor on early remedy of such errors/inaccuracies or retraction of such materials from publication.

 

Responsibility of the editors of the “Stroitel’nye Materialy” Journal 

  1. The editors are personally and independently responsible for the content of the materials published and recognize that responsibility. The reliability of the work in question and its scientific significance should always be the basis in the decision to publish.
  2. The editors make fair and objective decisions, regardless of any commercial considerations and provide a fair and efficient process for the independent review.
  3. The editors evaluate manuscripts' intellectual content without regard to race, gender, sexual orientation, religion, origin, nationality, and/or the political preferences of the authors.
  4. The editors do not work with articles for which they have a conflict of interest.
  5. The editors resolve conflict situations arising during the editorial process, as well as use all available means to resolve these situations.
  6. The editors of the journal publish information concerning corrections, rebuttals, and review articles in case the need arises.
  7. The editors of the journal do not publish the final version of the article without the consent of the authors.

The responsibility of the reviewers of the the “Stroitel’nye Materialy” Journal 

  1. The reviewer evaluates his or her own availability before the examination of the manuscript and accepts materials for review only if the reviewer is able to allow for sufficient time as to ensure the quality his or her work. 
  2. The reviewer notifies the editorial staff of any conflict of interest (if one exists) before the start of the review of the article. 
  3. The reviewer does not send information about the article and or any of the data contained within the article to any third party. 
  4. The reviewer does not use the information obtained from the article for any personal and or commercial purposes. 
  5. The reviewer does not make conclusions about the quality of the article on the basis of subjective data, e.g. the personal relationship to the author, gender, age, religion, etc. 
  6. The reviewer uses only proper and appropriate language and explanations in respect to the articles, avoiding any personal remarks.

 

Disclosure and Conflict of Interest

  • Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author.
  • Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
  • Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Submission fee

The publishing house "Zhilishchnoe Stroitel'stvo" established a journal submission fee for an article.

The submission fee is:

  1. When paying by an individual - 100 Euro (go to payment)
  1. When paying by a legal entity - 300 Euro (go to payment)

Payment of the submission fee guarantees the author that his article will be processed in full compliance with the requirements and rules of the editorial board. If additional processing of illustrative materials, graphs, etc. is needed, the author may be billed for carrying out this work.

The fee is not a payment for publication and is NOT a WARRANTY OF PUBLICATION!

The guarantee of the publication is the correspondence of the article to the subject matter of the journal, the positive result of external review, and strict adherence to the rules for issuing the manuscript to the requirements.
