The paper presents a theoretical analysis of the relationship between the level of openness and the efficiency of public administration, supporting anti-corruption, including on the basis of foreign experience. The empirical basis of the research is the mechanism of "open government" that was implemented in 2011 in more than 70 countries including Russia, and analyzed by the author. The result of the research is the preparation of a methodological and organizational model for evaluating and carrying out international and new initiatives that have been successfully implemented in the field of public administration.</p></abstract><trans-abstract xml:lang="ru"><p>Статья посвящена анализу необходимости открытости, прозрачности, подотчетности органов власти, диалога между обществом и государством в части реализации управленческих решений. В работе представлен теоретический анализ связи уровня открытости и эффективности государственного управления, совершенствования противодействия коррупции, в том числе на основе зарубежного опыта. В основе эмпирической базы исследования лежит анализ механизма «открытого правительства», реализованного в 2011 году и включающего в себя более 70 стран, включая Россию.
